Some cruise lines use what they call “hiring partners” who are people located all over the world in various countries who handle the initial recruitment for them.
Here is a link to the hiring partners used by Norwegian cruise lines: http://www.ncl.com/nclweb/staticPage.html?pageId=NCLS.HowToApply
This is a link to the hiring partners for Royal Caribbean Cruise line: https://jobs.rccl.com/jobs/rccl_jobs.nsf/shipboard
The RC hiring partner in Australia is Cast-a-Way, PO Box 1445 Burpengary DC Q, 4505, Ph # 61 (07) 3888 2213, email: nicola@cast-a-way.com.
All of the cruise lines have a link to jobs, employment or some such for employment. Use the cruise line web sites but not any other web sites that require you to pay a fee; some are scams. Read what Carnival has to say about the scams: http://www.carnival.com/cms/fun/fun_jobs/fun_jobs.aspx?icid=CC_Footer_104
