Pretty doubtful – you need to work a request through your chain of command for a change of assignment. I don’t think it happens very often – you need a reason other than not liking recruiting.

I want to find job in other countries but it is directly hired and is not endorsed by a recruitment agency. what should i do?

What should you do?! If the job pays well, carry on working there. Who cares if it’s illegal if you’re raking in the cash?
Just try not to get caught because it IS illegal….
